Brandi Smith Brinson

  • Raised in Louisburg and educated in the public schools of Franklin County
  • Attended the Louisburg campus of Vance-Granville Community College where she was awarded an Associates Degree in Legal Office Systems Technology graduating with honors
  • Is a Certified North Carolina Register of Deeds
  • Completed numerous courses and seminars at the University of North Carolina at Chapel Hill’s School of Government 

Brandi Smith Brinson has:

  • Almost 23 years of experience in the Franklin County Register of Deeds Office
  • Register of Deeds since 2011
  • Recorded and managed thousands of real property and vital records documents
  • Modernized her offices processes and procedures in order to gain efficiencies and maximize productivity by:
    • Instituting the E-Recording of all real property documents including deeds and maps/plats
    • Spearheaded the E-Recording of birth and death records
    • Implemented a new integrated computer system that provided new and improved functionality as well as enhanced security
    • Digitized ALL of Franklin County’s historic real property and vital records
    • Made virtually all real property and vital records indexes searchable via her office’s computerized records management system
    • Put in place a Fraud Alert Protection System which allows citizens and businesses to have their names tracked for potential fraudulent recordings that may affect their property
    • Rebound and protected all of Franklin County’s marriage records which date back to 1869
    • Created digital indexes of all of Franklin County’s marriage and military discharge records
    • Led the Register of Deeds Office through the pandemic without ever closing the office to the public in order to provide uninterrupted access to the services provided by her office
  • Operated a fiscally responsible and conservative office in which revenues have exceeded expenditures in every year she has been in office
  • Developed a Continuity of Operations/Emergency Action Plan to use in the event of a natural or manmade disaster
  • Operated an office committed to Transparency and Accountability by:
    • Assuring all records are made available for public inspection in accordance with N.C. General Statutes
    • Initiating a software system that instantaneously uploads all real property recordings to the office’s website making them available for public inspection
    • Depositing all funds collected by her office daily where they are fully audited and that all financial reports are made available for public inspection scrutiny at the Franklin County Finance Office as well as in the Register of Deeds Office
  • Established and fostered relationships with local attorneys, surveyors, title professionals, lenders, funeral directors, government and community leaders

Brandi’s Proven Leadership

  • Served as President of the N.C. Association of Registers of Deeds 2021-2022 in addition to serving as the N.C. Association of Registers of Deeds’ Historian (2016-2017); Secretary (2017-2018);      
  • Treasurer (2018-1019); 2nd Vice-President (2019-2020); and President Elect (2020-2021)
  • Recognized as North Carolina’s Outstanding Register of Deeds of the Year by the N.C. Association of County Commissioners in 2022
  • Awarded the Eunice Ayers Distinguished Service Award by the N.C. Association of Registers of Deeds in 2022 from her fellow Registers of Deeds for her documented record of accomplishments and dedication of the Office
  • Served as the Co-Chair of the N.C. Association of Registers of Deeds Education Committee for the past 10 years planning, coordinating and leading conferences, seminars and workshops for all of 
  • North Carolina’s Registers of Deeds and their staffs
  • Taught and presented at numerous conferences, seminars, and workshops educating North Carolina’s Registers of Deeds and their staff on numerous topics relevant to the office
  • Serves as a member of North Carolina’s Electronic Recording Council (ERC) which advises and assists in the establishment of standards for the electronic recording of property documents in North Carolina
